All members of the team stay connected – from Superintendents and Crews to Project Managers to our President and the Owners.

We provide the knowledge and leadership to assure your project stays on course and on budget.

Our management team is led by industry veterans Mike Frasinetti,Thomas Manz and Steve Pease, who collectively have over 85 years of industry experience. Our senior managers include Marc Davis, Silvio Ferrari and Tim O’Brien.

Mike Frasinetti, President
Mike’s career spans 27 years of extensive “hands-on” construction design and management. He has earned a reputation for expertise in Design/Build construction projects that range from $1,000,000 to $16,000.000+. Mike offers extensive design coordination, permit processing, estimating and construction management experience. At Commercial Building Specialists, Mike serves as President/Executive Manager and CFO/Treasurer, accountable for the day-to-day business operations. He is a Licensed General Contractor and the Responsible Qualifying Officer for Commercial Building Specialists Inc.

Thomas J. Manz
Tom is a results-oriented manager with 32+ years’ experience in real estate development, property management and financial services. A licensed California Real Estate Broker, he has spearheaded the construction and development of tens of millions of square feet of real estate. Tom has facilitated the formation and eventual sale of several companies, including check cashing, landscaping, insurance services and ATM companies.

Tom is an active member of the First Covenant Church and has served as an Elder. He is also a past Director for the United Way and other companies in the oil, gas and energy related fields.


Stephen C. Pease
Steve’s career in real estate spans 30 years. As principal and managing partner, Steve Pease has formed and managed more than 12 real estate partnership LLCs. He has brokered over $250 million in real estate.

REPRESENTATIVE DEVELOPMENT PROJECTS :

Acquired, & currently developing 500+ acres of industrial land. Acquisition & development of over $500,000,000 worth of real estate, including but not limited to Ace Hardware, Western Retail Service Center; 1,100,000 sq ft Federal Express Regional Distribution Terminal; Assisted in the site development of Cardinal IG, largest low E glass coating facility in the world.

Silvio J. Ferrari, Project Engineer
Civil Engineering degree with a Structural emphasis, University of California at Davis

Silvio started his career as a project Engineer for Miyamoto International, Inc., a leader in Structural Earthquake Engineering. Silvio later moved into construction working as a Superintendent for Lennar Homes overseeing steel communities in the Bay Area before starting with CBS. His roles have been diversified within the company in areas of Project Management, Pre-Construction Services and Project Engineer.

As the Director of Pre-Construction Services for CBS, Silvio works directly with the President, Project Manager’s, Superintendent’s and owner’s to design cost effective and constructable projects. Additionally he is responsible for assisting in updating the Master and 3-week rolling schedules, all interface with subcontractors, managing long lead procurement and tracking of materials, developing change orders, submittals and RFI’s.


Tim O'Brien, Project Manager
Bachelor of Science Construction Management, Chico State University 1990

Tim has been part of the Commercial Building Specialists team since January 2007. He started his career as an on-site project engineer/project manager on a number of Public Works projects. Projects included ground up School facilities and critical hardship, modernization projects at existing campuses. Experience also includes construction of a Five Story post tensioned parking structure for the State of California.

In 1998, Tim made a career change moving on to the private sector working five years with SD Deacon Corporation in the role of estimator/pre-construction specialist in the commercial/retail construction market.

As a Project Manager, he has successfully completed several multi-million dollar projects. Responsibilities include project management, estimating, and planning including pre-construction, cost controls, schedules, quality control, and staffing procedures for the project. He prepares the project estimates, develops value-engineering items and coordinates all trade bidding and subcontracting. Tim works to achieve effective budget controls and schedule completion.


Scott Jarnagin, General Superintendent
Sierra College, Associates Degree, 1984
Scott has 22 years of experience in the Commercial/Industrial industry. Starting with Buzz Oates Enterprises as a laborer, he later went to work for Buntain Construction, working his way up to Project Superintendent. He spent 19 years with Buntain Construction overseeing projects that ranged from small warehouse shells to multi-million dollar mega-churches. He is privileged to be a part of the CBS team since joining in 2005.

As General Superintendent, Scott is responsible for all of the field operations. He oversees the allocation of manpower, quality control and safety. He works directly with the Project Superintendents and Project Managers, to be sure that Commercial Building Specialists is performing to the standards that the Company has put in place.


Michael Sanderson, Concrete Estimator
Cal State University, Sacramento, BA Computer Sciences, 1983 California Army National Guard 1983 – 1987
Michael started his career for Buzz Oates as a warehouse driver and Equipment Yard Manager. He worked as an Apprentice Carpenter/Carpenter until moving to Buntain in 1986. Received training as an Assistant Superintendent and through successful completion of numerous projects, he then advanced to Project Superintendent. He’s been with Commercial Building Specialists since 2004.

As a Concrete Estimator for CBS, Michael is directly responsible for the specific project assigned. Michael demands schedule adherence by subcontractors along with upholding any particular requirements or needs of the client. It is his responsibility to ensure the project is to build the clients’ satisfaction and to promptly address any questions or concerns. Michael and his projects are supported by other CBS staff, such as the General Superintendent and Project Managers.
